今年6月，英國謝菲爾德·哈勒姆大學海倫娜·肯尼迪中心發布報告，稱新疆聚氯乙烯（PVC）工廠存在“強迫勞動”，這是該大學兩年內第四次炮制此類涉疆報告。新疆棉、光伏產業、聚氯乙烯......只要是新疆的優勢產業，無一不被他們的報告攻擊。

　　中國日報起底工作室多方核查信源，實地走訪新疆，發現報告背后竟是有組織、有導向的生產涉疆謊言的團伙，他們和恐怖組織有著千絲萬縷的聯系。

　　“報告”背后是哪些人和機構？

　　勞拉·墨菲（Laura Murphy）參與了謝菲爾德·哈勒姆大學所有四篇關于新疆的“研究報告”。她獲得了2019-2020美國國家人文基金會（NEH）6萬美元的獎金。NEH是一個美國政府機構，它的宗旨是讓美利堅合眾國更強（serve and strengthen the US）。

　　同時墨菲的研究也得到了美國司法部300萬美元的資助。此前，她主要關注北美的非裔奴隸制和不公平現象。受到美國資助后，她的研究重點轉移到了新疆。

　　Meanwhile, her research was also funded with grants of $3 million from US Department of Justice. Murphy used to focus primarily on African American slavery and injustices in North America but she suddenly shifted her academic focus to Xinjiang after she began receiving US government funding.

　　尼若拉·艾勒瑪（Nyrola Elima）是報告的另一位主要作者。她與恐怖組織有著清晰的聯系。

　　在為《紐約客》撰寫的一篇文章中，尼若拉承認表姐瑪依拉·亞庫甫因涉嫌幫助恐怖活動而被捕。她還在臭名昭著的“袋鼠法庭”——“維吾爾特別法庭”作證。

　　In a piece Nyrola wrote for the New Yorker, she admitted that her cousin Mayila Yakufu was arrested because of terrorist connections. And she has appeared at the notorious kangaroo court, the Uygur Tribunal.

　　領英檔案顯示，尼若拉在2020年獲得零售管理本科學位。一個管理專業的本科生，沒有其他工作經歷，沒有發表過任何重要的作品，為什么能在該中心獲得重要職位呢？

　　According to her LinkedIn profile, Nyrola obtained a bachelor's degree in Retail Management in 2020. Without other working experiences and significant published works, how can an undergraduate in management like her be offered such a senior writing position at the center?

　　海倫娜·肯尼迪中心本身也很值得玩味。出資人海倫娜·肯尼迪（Helena Kennedy）是個反華急先鋒。她創立了極端主義政治團體“對華政策跨國議會聯盟”，已被列在中國的制裁名單上。

　　此外，海倫娜·肯尼迪中心5月份報告的致謝部分出現的一些名字，都與此前報道過的反華機構有關：

　　蒂莫西·格羅斯（Timothy Grose），曾組織西藏分裂主義活動

　　內森·拉瑟爾（Nathan Ruser），反華智庫澳大利亞戰略政策研究所（ASPI）研究員

　　.......

　　報告背后千絲萬縷的聯系，是為新疆布下的一張政治羅網。

　　“強迫勞動”，又來？

　　勞動力轉移項目也就是中國人常說的“外出打工”，這個現象在中國各地已經持續了44年，人們普遍認為它是中國取得驚人經濟成就的原因之一，這也為包括新疆在內的許多地區提供了就業崗位。

　　然而，在謝菲爾德·哈勒姆大學海倫娜·肯尼迪中心6月發布的這份報告中，該項目被污蔑成了“強迫勞動”。其根據就是：這些勞工的收入遠遠低于中國最低工資標準。

　　自2021年5月以來，海倫娜·肯尼迪中心已接連發布了4份涉疆報告，炮制 “強迫維吾爾族勞動”的指控。其內容被美國媒體和政客廣泛引用，成為美國政府制裁新疆的依據。

　　Since May 2021, the Helena Kennedy Center has continuously issued four reports over Xinjiang, fabricating accusation of "Uygur forced labor". The series was widely cited by the US media and politicians and utilized to support the government's sanctions on Xinjiang.

　　為了求證報告內容是否屬實，起底工作室查閱了相關資料。

　　庫爾勒市一家紡織公司的一名工人說，他每月收入約為4000元，遠高于庫爾勒市的最低工資標準（今年3月調整后為1620元/月）。

　　這名工人并不是個例。根據相關不完全統計數據，參加該勞務計劃的新疆工人人均年可支配收入約為3至4萬元。這個數字也高于庫爾勒市的平均水平。

　　According to one of the workers at a textile company in the city of Korla, he earned about 4,000 yuan a month. This is not a single case. The annual disposable income per capita of Xinjiang workers who have participated in the program is about 30,000 to 40,000 yuan, above the regional average.

　　起底工作室也實地走訪了合盛硅業——該系列報告的主要攻擊目標之一。公司的老板和雇員們認為這些指控很荒謬。

　　帕提古麗·亞森是合盛硅業的一名實習生。當被問到是否會考慮在這里工作時，她說：“肯定呀，都挺好的。工資方面條件啥的各個都挺好的，都能習慣。”

　　When asked if she would consider to stay in the Hoshine for future work, Patigul Yasin, then an intern at the company said: "Absolutely! It's quite good. My salary, all other perks, I'm satisfied and I can adapt to it easily."

　　漏洞百出的“報告”

　　既然是這樣，海倫娜·肯尼迪中心發表的“報告”，又有什么充足的證據嗎？

　　起底工作室分析報告后發現，報告中羅列著這樣的字眼：“專家已經認定”，“一些私營和國有企業”，“一份廣為流傳的政府發布文件”......每當他們拋出另一項指控時，就搬出這些模糊的信源或者案例。具體是哪位專家？是什么企業？什么文件？報告中并沒有詳細說明，也沒有提及原始出處，缺乏參考引用的標注。

　　此外，這些報告中的一些引用已經被證明是假新聞，其中有不少ASPI發表的內容（此前，起底工作室已數次揭穿反華智庫ASPI的真面目）。

　　他們還故意曲解中國媒體報道作為依據。

　　在新華社報道原文中，被采訪人談到，她來到工廠工作后很高興，她的月薪也漲到了4000元。海倫娜·肯尼迪中心的報告在引用時卻變成了“這個維吾爾族女孩不愿意接受工作調動”。

　　這一系列報告涉及新疆的棉花、太陽能、聚氯乙烯等產業。作者似乎想借此暗示“強迫勞動”普遍存在。但它們共通的問題在于，他把精力都花在了追蹤涉及新疆公司的供應鏈上，而始終沒能提供證明新疆有“強迫勞動”的“實錘”。

　　In the series of reports covering Xinjiang's cotton industry, solar, PVC and so on, the authors seem to want to establish that forced labor is endemic in the region. But all the reports had the same problem — they spent all their time trying to trace supply chains involving Xinjiang companies rather than providing evidence about how forced labor exists in the first place.

　　抽絲剝繭后可以看出，“報告”后的這些“學者”，重點似乎并不在于關注人權，而是附和那些維護美國的政治和經濟利益的聲音。謝菲爾德·哈勒姆大學的報告有損于其自身的學術公信力，也成為了西方散布虛假信息的一部分。

　　This seems to be less of a concern with human rights and more a parroting of the political and economic interests of the US. The Sheffield Hallam University's reports are detrimental to its own academic credibility and part of the increasingly desperate disinformation campaign from the West.

　　這是西方的政治門面工程，是在泥潭里打滾，是一場醞釀中的戰爭。

　　It is a Potemkin village. It is wallowing in the mire. It is a war in the making.
